Open letter to the daughter of MURDERED William W. Polzin

I don't know your name but I recall seeing you with your father, shortly before his murder. You were shopping for clothes, both of you happy as could be.

Your father was a good man. A very hard worker who people looked up to with respect. I met him when I was a teller at Bank of America, back in the 70s. Then he moved to his shop on Olive Ave., located 1/2-block to the west of my family's properties also on Olive Ave. Your father's murder was a shock. His neighbors said they saw nothing; heard nothing; no one could imagine why something so tragic had taken place. There was no motive, no evidence, nothing.

Did you happen to notice that immediately after your father's death, the structure was totally rebuilt - it is now much larger. The street was widened. Fire hydrant was relocated from Olive Ave. to the residential street. (Unaltered parcel map would reveal the biggest shock of all.) All this took place behind the secret replacement of the city's water system. That explains why your father's neighbors had gone to such lengths in covering up the alterations taking place on the corner property they were occupying - removing bushes and planting tall plants to prevent outsiders from seeing the construction and altering of sewer and water lines, all of which was in preparation for being tied into your father's property. I know this because as the street and sidewalk in front of your dad's shop were torn up, RAK ("Blob") walked me across the street to show me all the new pipes going down the NEW PROPERTY LINE, beneath the cement, and beneath the tree planter that had recently been put in the street. The fact that your father's neighbors claimed no knowledge of any of this taking place is the first clue behind your father's murder.

Even though I saw all of these alterations taking place, it never occurred to me that it was being done illegally, unauthorized or in secret. Until my family's properties were targeted next. And the neighbor to the east of me, along Olive Ave. Your father's neighbors had moved around the corner and repeated the process - more alterations; more lies. By the time it was over I was reporting suspected homicides, attempted murder, fraudulent and forged legal documents, fraudulent insurance policies, burglary, ID theft, real estate fraud, and more. The City of Fresno set us up, had our properties taken by fraud, rebuilt on top of the secretly replaced water system, re-sold on deeds reflecting new property lines. They also "gutted" my home behind our 2 Olive Ave. properties and shoddily rebuilt it on top of corroded, clamped sewer and water lines - then called me a "liar!" According to Kerry Trost, Sr Risk Analyst, it was Mayor Alan Autry who instructed him to have a Restraining Order issued against me - committing perjury, calling me a "liar" and further turning the tables by deeming ME to be a "danger to THEM!" Death threats followed, if I continue to expose this information. Knowing my photos had been stolen and public records altered to cover up the evidence, Mr. Trost smirked, "You will never prove it." When I told him he was covering up several suspected homicides and the truth behind an unsolved murder across the street, he laughed. The fact that public records (parcel maps and aerial views) were altered to make it appear that things were always this way, is the second clue behind your father's murder.

Overview of the Olive Ave. properties I am describing. With various neighbors first "planted" as "credible witnesses" that nothing took place, property owners were killed in order to carry out all the above alterations without leaving witnesses or complaints. Public records show how neighbors intertwine and relocate as this continues throughout town.







The attorney for your father's estate was David A. Silva. which may be the third clue behind the murder of your father.







Mr. Silva is the same attorney who conspired with the ringleader behind all of this, Wilbert G. Swieso, in preparing fraudulent legal documents for my family's properties.






Mr. Silva was also the estate attorney for the deceased mother of another deceased young man around the corner from your father, linked to the neighbors who lied about the facts surrounding the murder of your father. (And much more.)






With evidence of PG&E theft as well as hidden cameras linked to this group ("People Watchers" behind all the relocated and additional utility poles), I can't help but wonder if that is how the murderer knew the exact time your father stepped outside when he was shot/killed. As for David A. Silva, I can find no evidence that he was a legitimate attorney. Upon reporting him to CA State BAR Assn. for fraud and corruption, he fled, never to be seen again.

After losing our properties and narrowly escaping Mr. Swieso and his mob, I began to research Mr. Silva. I recalled him mentioning he had a disabled child - he also said he was once employed by the FBI - would that mean FARM BUREAU, INTERNATIONAL?!?








Perhaps if there had been a legitimate investigation into what I reported, information about your father's murder would have also been addressed. Instead, see how this was handled - be sure to look at the dates:

Nothing had ever been looked into. As you can see, while CA State BAR Assn. was justifying the fraud/corruption I reported, Mr. Silva was secretly closing his office.





My complaint was never looked into. Only after Silva abandoned his other clients was he disbarred.









Mr. Silva's partner, Mr. Swieso, was never investigated which is odd since they had offices next door to one another and "shared clients." That is the the fourth clue.

In addition to contacting / meeting with 3 attorneys regarding the fraud committed to my family and me (no help), this is what our local attorney referral had to say (posted with their knowledge / permission.) Once again, had my complaints been investigated, it may have led to exposing the truth behind your father's murder.

As you can see, there is no help or consequences behind this nightmare - it is no wonder your father's murder has remained "unsolved." The effort appears to go into covering up all the surrounding facts so this operation can continue without the public's knowledge. Reporting it is treated as the biggest crime of all!

The reason I knew when your grandmother died 4 yrs ago is because people linked to your dad's neighbors handled her estate. Naturally, old records would have been discarded - photographs would be discarded and/or scanned and altered to make it appear that no alterations took place, as done to me /my family. If so, that would be your fifth clue of what these people are running.

Even after all of these clues the truth about your father's murder did not occur to me until L.O.G., who was going through your grandmother's estate, carried on about murdering people, smirking that no one ever figured out who killed your father. ("Blob" [mentioned above] is another one who boasts of murdering people - seen sneaking/stealing in my dad's home just prior to his death. On record is a Restraining Order I filed against him for threatening to kill me and being someone I considered a danger to my handicapped uncle's life [Down's syndrome, totally bedridden] - in retailiation, "Blob" filed one against me, filled with lies. I later learned of "Blob's" affiliation with others who intertwine throughout so much - including the person who claimed responsibility for having my handicapped uncle's gold-filled teeth removed!) Suddenly, it all *clicked.* Everything I had been reporting, including some of the people who intertwined through so much, were the same as behind your father's situation.

I recently contacted Fresno Police Detective Ledbetter, who claims to be the detective on your father's case. But he was not interested in any of the information I had. Not even that it was linked to several suspected homicides across the street - behind the same motive, linking the same people. He was not interested that your father's neighbors lied about the surrounding circumstances or what took place before, during and after. He said he was only interested in a "matching bullet" or a "confession from the killer." Detective Ledbetter suggested I make a donation to Crime Stoppers for a TV "reenactment of the murder." In other words, despite a reward for information behind your dad's murder, the information is not wanted or allowed. There is your sixth clue behind the "unsolved" murder of your father.

As a matter of interest, Mr. Swieso's associate, Jeffry C. Winslow, boasted of doing this to his former wife and her family. Check this out:

Winslow Fraud, Forgeries and Worse Mr. Winslow is owner of Mono Hot Springs Resort - he is linked to the upcoming Mono Casino, which is why his trail is also being covered up. That is what all of this is about! Secret replacement of the water system for upcoming development of casinos, golf courses, housing, dams - I know, because Mr. Swieso had been talking about it during the entire 20 yrs I 'knew' him. He even took me on a tour, showing me where our water is being re-directed.

During my employment by Mr. Swieso on 2 occasions, I saw this same pattern take place on countless occasions - but never did I suspect anything like this.

No justice, dead or alive. I have often wondered, which is worse. Not knowing? Or knowing, but prohibited from pursuing justice. To this day, I have never even been allowed to file a report for what happened to my family or our properties. So believe me when I say I know what it is like to have one's life destroyed and forced to live without closure. I think back to the day I saw you and it breaks my heart that you were forced to grow up without your father. I am sorry your grandmother spent the rest of her life without closure. At this point, I do not know how much longer I will still be alive - the City of Fresno and their mob have me pinned into a corner with no way out. In the meantime, know that in my ongoing efforts to seek help, I will not allow any of this information to be kicked aside - we are all entitled to more than this.

As stated above, your father's neighbors were/are being used as "credible witnesses" that nothing took place before, during or after the murder of your father.

I also mentioned that this operation is being carried out citywide - unauthorized reconstruction of every single parcel, without permits or inspections followed by altered public records to make it appear that things were always this way.

OF COURSE THEY SAY THAT NONE OF THIS TOOK PLACE there or across the street, where my family was murdered to pull this off; attempted murder of me. More suspected homicides on the other side of me - same scenario.

Murder, burglary, rape, poison, hidden cameras, insurance fraud, real estate fraud, electricity theft, more. This is how the "path is cleared" as the City of Fresno's water system is secretly replaced.

Financial Help for Tower Dist Property Owners

For the past few years, various neighbors have mentioned some kind of program offered by the City of Fresno. Low-income homeowners are being given loans for upgrading their property at next to 0% interest rate. I'm told that if the homeowner remains in the same location for 5 yrs, they are not even required to repay the loan! Remodeling, new windows, central air/heating units - quite a program. I have been watching some of the homes undergo such upgrades. Just as I have been watching them undergo structural changes and property line alterations. The people in these homes are linked to the central valley's water scam, which entails massive destruction and reconstruction to private property. Pretty clever, eh?

Not everyone is offered the financial help. Even though the woman across the street as well as my neighbor were able to take advantage of this wonderful offer, my family and other neighbors were annihilated in order for the group to step in and seize control of our property and assets. Hence the trail of ID theft, forged deeds of people never seen again, illegal conversion of assets, etc.

Here is another thing I noticed. After the gutting and reconstruction to some of the properties, what a surprise to find PGE's CARE program knocking on doors, offering free light bulbs, free refrigerators, free window caulking, 20% lower untilities for 1 year, as well as free insulation! I took advantage of the offer but did not understand why they would insulate my home when it had already been insulated. In reality, the insulation had been removed when the home was reconstructed without permits or inspections. These folks cover up the sloppy, ill-fitting windows and doors that the fake work crew accompanying Public Works, installed. Insulation covers up even more - including, from what I understand, wiring that leads to hidden cameras.

Don't forget that as these structures undergo the major alterations and changes in property lines, utility poles are being illegally relocated and reconnected by the group referring to themselves as, "People Watchers." They boast of monitoring and knowing the every move of their victims. They also talk of "giving" and "selling" the babies and small children of their victims; child sex and dismemberment of the older ones. Be sure that if they can move and reconnect the poles, followed by altering PGE's records to cover it up, they can install wiring for hidden cameras. Their trail indicates they would have to keep a CLOSE WATCH on their prey to carry out such horrors.

The fluorescent light bulbs are encouraged by the "People Watchers." I suppose that speaks for itself. As for the free refrigerator, they trade with one at the same size. Therefore, since I had a large refrigerator, mine was traded for a large energy efficient refrigerator! Sounds good, eh? Not when done in-between the ongoing renovations to one's property without authorization, permits or inspections. With nothing standing as it was when this group stepped in, the refrigerator no longer fit - so a smaller one was put in its place! Twice. I now have something that looks like it belongs in a tiny studio apartment - likely the smallest model made.

Remember the Tower District "revitalization?" Wasn't that after Olive Ave. was widened entailing massive damages and reconstruction to store-front property? "Repairs" would have been a more suitable term. No one realized that widening of Olive was not authorized - there is no record for it. Not even the massive destruction and reconstruction to street-lined properties. Instead, parcel maps and aerial views were altered to make it appear that things were always as they are now. To avoid witnesses or complaints to private properties, the area was first "planted" with occupants - others were ELIMINATED. Trail of forged and fraudulent legal documents; altered deeds reflect new measurements. This is why there are no older records of Fresno. Old, unaltered photographs have become extremely rare.

In Fresno, from what it appears, you are either "one of them" or you are "shark bait."

Kerry Trost, Senior Risk Manager for the City of Fresno claims I did not "see" any alterations take place, so that means it did not happen. First of all, I have lived here my entire life and am more than just a little familiar with the layout. Secondly, I sure DID see the street and alley torn up - as the City's heavy equipment remained here for DAYS! But NEVER did I imagine that seeing this kind of street/alley work would entail tearing my family's properties apart and patching them back together while I was employed by Wilbert G. Swieso, the risk analyst's associate (and former appraiser for the City of Fresno.)

LONG before I had a copy of the City's sewer layout, I repeatedly reported that sewer lines and manholes had been relocated - DOCUMENTED! The City's own sewer layout verifies exactly what I reported. The risk analyst lied about the cause of sewage back spills, she lied about the connections from the Laundromat to my property, she lied about cross-connecting my garage lines to the house lines, and to this day, I don't know where the other half of the garage is connected. (UPDATE: More unauthorized altering of my home, including sewer/water/gas lines, covered with new cement.) She lied about the street widening, which entailed destruction and reconstruction of our store-front properties. Damages so horrendous, we lost our 2 income properties!

These are felony crimes, yet Kerry Trost called me a "liar" and slammed the door. He claims to be more familiar with these properties and layout than I am. The risk analyst claims to know more about the location of utility poles. Evidence is overridden by lies, threats and name-calling.

CONTINUING OUR TOUR DOWN THE ALLEY ..... keep in mind this is the Tower Dist. 1930s-40s. Homes built to last. These are shoddily rebuilt, new walls on garages, falling apart - extended into the alley, as though the alley was always this narrow. The garbage trucks and bins would not have fit! Nor were the utility poles standing in the alley! The plat map shows this was a 20' alley - yet now, in various parts, it is now 14'!

You will notice that throughout Fresno, garages at ends of blocks are newer than the homes. They have been rebuilt, extending into the alley, which makes the alley more narrow. This, in turn, makes the relocation of utility poles appear legitimate - as though they have always been standing where they are now. In some cases, alleys have been completely closed off. With PG&E's records altered and the numbers on the utility poles transferred, PG&E remains oblivious. Common sense indicates that the large dumpsters and trucks could not possibly fit through this as they did for decades.

Believe it or not, this used to be a beautiful, well-kept area. The entire city was something we could all be proud of. What you see here has taken place from one end of town to the other. Our city has become a shambles. And in carrying this out, innocent residents are being violated and annihilated - some of whom are never seen again, as the deeds to their property are forged and assets illegally distributed.

Does anyone remember the bus stop benches, still leaving plenty of room for anyone to get by - including wheel chairs.

An obstacle such as a utility pole or fire hydrant placed in the middle of the sidewalk leaving no room for wheelchair users, is considered a peril for pedestrians. This can also lead to serious injury to persons who are blind or partially sighted.

End of businesses in the Tower Dist. - a clue?

The similarities to the decline of Downtown Fresno may be of interest - how is it that the more "renovations" that take place, the worse condition these areas are left in. Hint: Felony altering of sewer/water lines cannot be done without major reconstruction. Best carried out in several steps to avoid calling attention, which appears to be behind the continued turnover in ownership and failed businesses. An investigation into legal documents would clear that up - here is just a glimpse of one area. There is a very distinct pattern following one of the city's former employees - this is his "secret sideline."

The Tower Dist. has always been known for its unique, quaint, street-lined properties - slow traffic due to a tight 2-lane street. How did a middle lane miraculously appear in the west end of the Tower Dist? There is no record of this taking place, yet the evidence is everywhere - destruction/ haphazard reconstruction. Altered plat/parcel maps are not enough to cover up this kind of fraud - it accentuates the sewer layouts that no longer line up. Lying about utility pole relocation is another issue - there are witnesses to that as well.

Altering sewer/water lines has entailed removal of various structures; expansion of others. Address changes; directories and aerial views altered as though things were always this way. Newcomers have no reason to question anything - without any record of these alterations, remaining structures continue being sold as "original." And the turnover continues until finally ending with a revised deed that entails altered property lines.

Without driving down the street or looking into old records, I recall some fires taking place in the area. Surely there were more than this quick list I came up with:

2. The original Lucky Boy Hamburger that burned down on the south side of Olive in the 60/70s?

3. The bar (Lyn's 7 Sons) on the NW corner of Olive and Fruit that burned down in the 70s?

4. First home south of Olive, on Adoline, burned down in the 70s?

5. Traffic School, Olive, near Fruit burned/rebuilt 70s

6. Turpins Furniture, Fulton off Olive burned 70/80s

7. Jackie's Costumes, north side of Olive burned, prior to relocating to south side of Olive 70/80s

8. Dead end at San Pablo + Olive, burned in the 70/80s

9. Perkos Restaurant, on the north side of Olive, just south of Wishon burned down in the 80s.

10. Tire shop on NW corner of Blackstone + Olive burned before new tire shop re-opened (80/90s)

11. The thrift store on the NE corner of Palm + Olive that burned down in the 80/90s?

12. The 2 homes across the street (NE corner Olive + Ferger) burned; both lots are now parking for the furniture store

This is a 2-mile stretch! Like the sewer/water line altering taking place - because it did not happen at the same time, no one sees or questions anything. Perhaps it is time they do.

Note: Wouldn't it be interesting to compare notes among the people who put so much time, effort and money into building improvements. Because there is another layer to all of this - the vultures who strip and switch. For instance, notice the blue awning around the showcase on the corner building. Matching awnings covered the large windows on the west side of the building, as well as the large window on the northeast side. They were torn during the time WGS's "planted" tenants were renting the property - after being repaired, how nice that WGS would put them back up, only to completely and mysteriously fall apart. Brand new awnings were then purchased for all the windows! During the unauthorized "remodeling" that accompanied the sewer/water line alterations, those very windows and new awnings were then replaced with the trash now seen. Thousands of dollars worth of venetian blinds were switched with trash. On and on. The building to the east of that: Swieso's air conditioning friend insisted that new central units were needed. $5,000 later, those brand new units were switched with trash. Windows, light fixtures, doors, etc. switched.
I've seen this pattern time and again. In this case, due to the trash these buildings were put back together with (rotted, termite infested, etc.), corroded sewer/water lines and talk of a new restaurant that would open by WGS's associate, I suspect a fire was/is going to take all this down. Loosening the clamps is what caused the mold (mushrooms growing from walls) to consume one of these structures, which would make the remaining appear legitimate. Imagine all the insurance claims behind this operation. With contents "unknowingly" switched with trash, making for quite an operation, eh?

Lauck's Bakery Closed Last Week

Lauck's Bakery is one of the last original businesses to leave Fresno's historic Tower Dist. Another great loss. One by one, well-known and well-established businesses have folded - not all of them willingly.

Back in the 50s, the Tower Dist. was thriving - the quality, unique architecture, neon lights, and of course the Tower Theater made it an area well-known to all. Located near downtown, Fresno, which was also thriving.

The decline of downtown coincided with the strip mall that was built in the 60s. Various buildings were demolished, remaining businesses suddenly began failing. Before the next business stepped in, there were lots of so-called "repairs and renovations" that went on. A pattern that continued until finally, people no longer went downtown. Homeless people began to occupy the empty buildings. Many of the beautiful historic structures have since been torn down due to decay and negect. Attempts have been made to revitalize the area, but none have been successful. Or so the story goes.

Here in the Tower Dist., I have seen a lot of similarities take place. Not only the end of long-time businesses and neglect of the area, but more. Destruction and/or major altering of every structure, one by one. Instead of a strip-mall used as an excuse to carry it out in the Tower Dist., fires and/or annihilation of property/business owners seem to be the method. My research shows a pattern of fraudulent/forged legal documents that coincide with these alterations and/or end of various businesses. In some cases, the owner is never seen again aka: suspected homicide. That leaves me wondering ..... since various properties are being taken over by fraud/ID theft, WHO IS RAISING THE RENT that forces people out of business? Followed by more "renovations."

I born and raised in the area, my family owned property in the outskirts of the Tower Dist. After many decades, we lost our 2 store-front properties, which is how I know first hand what is taking place. Including what those jackhammers are being used for and why structures throughout the Tower appear so deteriorated. Replacing city sewer and water lines cannot be done without massive damages and patching/reconstruction. Nor without vacating the property! Or leaving these structures setting on top of and next to clamped sewer/water lines - linked to more fraud i.e., mold lawsuits, insurance claims, foreclosure.

When the sun is shining at a certain time of day, you can see the new sheet rock. Look closer - no previous layers of paint inside or out. Crooked walls/seams. Older, well-established lawns no longer remain, they were excavated in order to line up the underground utilities. Utility poles relocated /reconnected - no permits or inspections. No help or answers either - massive cover-up.

ADDITIONALLY: Structures removed as others expanded, shifted down in a "ripple effect." Addresses changed to further cover up evidence of the past - as though things were always this way. The cover-up goes as far as altering of old directories, aerial views and more. This is why there are no older records of Fresno and why the ones that remain, are not supported. The sewer layouts no longer line up to the plat maps. Witnesses and photographs further verify the unauthorized replacement of sewer lines, street widening, relocation of fire hydrants, storm drains, utility poles, etc., however, there is no record for any of this. Public information is refused.

Sadly, what I have described here is a mere 1 1/2-mi. stretch. Beneath all of it, one will find unauthorized replacement of the city water lines, currently being tied into the main line during the "infrastructure upgrade." Former employee for the City of Fresno is the ringleader - conspiring with various city personnel, including risk analyst who lies to unsuspecting residents about the cause behind sewage back spills. Next chapter - the affects of raw sewage. (Fresno - the only city in the entire nation to react to the MRSA outbreak by increasing benefits for themselves - while refusing reports of what is contributing to the nightmare!)
